The telecommunications industry is an old and new industry, with the reform anddevelopment of technological progress. With the advent of the era of informationeconomy, the development of the telecommunications industry is facing greaterchallenges. Monopoly market structure has been unable to meet the needs of society,therefore, in the1980s, the international telecommunications industry began toreform. By the mid-90-s, telecommunications also pulled open the prelude of thereform in our country. The reform of the international and domestictelecommunications industry in has achieved huge success at the same time, still withthe beginning of the reform goal and larger gap between the expectations of thesociety from all walks of life. Key link of the reform of China’s telecom industry isgradually opening of telecom price of government regulation. Governmentderegulation autonomy expansion of price for telecom operators, in order to gainmarket share and profit to compete the price. However, in the relaxed governmentregulation also faces the problem of telecom operators get profits through pricediscrimination. This article through to telecom retail and wholesale market pricediscrimination analysis, discusses its economic effect.In the telecommunications terminal market to mobile communication business,for example, telecom operators have adopted different solutions to achieve pricediscrimination. China mobile, the company has always been dominant in the field ofmobile communications business, based on the data from2000to2011China mobilecompany to get the average mobile user demand price elasticity was0.6136, said the10%drop in the price of mobile communication, the user’s usage will increase by6.136%. Then on this basis to assume that the three kinds of demand price elasticity-0.5,0.6and0.7respectively of mobile users, according to the operator, the threelevels of price discrimination package is set to get relative prices and consumptiondata, Ramsey pricing formulas are used to get the Ramsey prices under the demandprice elasticity, found that the generally lower than the actual price. But this pricedeviating from the real reason, Ramsey pricing cannot be realized intelecommunications terminal market.In telecom retail market, has the basic network of leading wholesale sell operators, the non-dominant telecommunication business operators, operators, thenon-dominant by pay the wholesale price of basic network access, so as to enter thetelecommunications market. In telecom market, the leading operators as a verticallyintegrated enterprise, it can be wholesale market in the upstream market powerthrough the wholesale price of extending to the downstream retail market, damage tothe downstream market competition. Therefore, how to determine the wholesale priceis the research emphasis among telecom market. Based on model, unified pricing, freepricing and control price in three kind of telecom wholesale pricing model for telecomterminal market is analyzed, the influence of comparing different pricing competitioneffect. It is concluded that telecom operators to maximize social welfare under thecondition of wholesale price discrimination will be the most can promote thedownstream end market competition.According to the telecom upstream and downstream market price discriminationanalysis, paper recommendations relevant antitrust and government regulation.According to the different characteristics of the two markets in the telecom terminalmarket is given priority to with practice the antitrust, government deregulation,promote the market competition. And in the middle of the telecom market, thedominant operator, oligopoly pattern is very difficult to break, weak marketcompetitiveness, government regulation is needed to improve the market.
