The market-oriented reform of china's telecommunications industry has stood out the access problem of network bottleneck. The access problem becomes one of the most important academic and practical problems in the reform of telecommunications industry. And it is also the key to promote effective competition in this industry. Based on the discussion of network bottleneck, this thesis analyzes the necessity of network access and the relationship between network access and strategic behavior of dominant enterprises. Then this thesis focuses on the analysis of the strategic behavior of dominant enterprises. Based on these studies, the thesis builds relevant access regulation system.This thesis discusses the strategic behavior of dominant enterprises and the access regulation from the perspective of network bottleneck in telecommunications industry. Firstly, this thesis discusses the economic character of the network bottleneck in telecommunications industry, and according to the practice of the telecommunications reform analyzes how the reform has stood out the problem of bottleneck.Secondly, this thesis discusses the relationships among network bottleneck, network access and strategic behavior of dominant enterprises. Through the study, this thesis draws the conclusion that the strategic behavior of dominant enterprises is based on its network bottleneck and different way of network access has different influence on the strategic behavior of dominant enterprises. So, this thesis respectively analyzes strategic behaviors of dominant enterprises in one-way access and in two-way access. Through the study, this thesis draws the conclusion that dominant enterprises have motivation to adopt the strategic behaviors in the practice and these strategic behaviors have brought several negative economic influences.Finally, according to these strategic behaviors, this thesis builds relevant access regulation system. The access regulation system also tries to prosthesis the insufficiency of current access regulation in the telecommunications, and includes policies of access pricing and network regulation.There are several probable innovations in this thesis:1. The thesis makes a comprehensive study about the bottleneck and network access as well as strategic behaviors of incumbent firms in telecommunications. Nowadays, the study about these problems is little and fragmentary, so the thesis chooses to study to these problems. 2. The thesis tries to innovate in the method of study during analyzing strategic behaviors of incumbent firms. The thesis tries to build the access game model between incumbent firms and competitors. The thesis also analyzes these strategic behaviors with the economic model and case. Nowadays, qualitative method is more used to study about strategic behaviors, lacking of quantitative method. The thesis tries to use quantitative method to analyze these problems.3. The thesis tries to build competition-oriented access regulation system to solve the problems brought by strategic behaviors of incumbent firms. The regulation system is few in nowadays study.
