Chongqing Rural Land Circulation And Labor Transfer Correlation Analysis

The issues of agriculture, rural areas and farmers — the focus of the government, scholars and common people in recent years, is of vital and special importance to China. In recently few years, the central NO.1 File is all concerned about this issue. Premier Wen Jiabao pointed out in "The Government Working Report" that it is of greater significance to solve the three rural-related problems compared with other issues. Confronted with the objectives of building a well-off society in an all-round way, we feel pressure from the fact that there are still quite a large number of impoverished people with comparatively insufficient lands; the social economical development is still backward; the agricultural productive forces and comparative profit are still low; the phenomenon that the income of peasants is low and hard to increase still exists; the gap between rural and urban regions is still widening; the two-dimension economy has existed. All of these unquestionably from obstacles to our realization of the objectives of building a well-off society in an all-round way and a harmonious society. How to solve the three rural-related problems? Many scholars and experts in and abroad have made an analysis from different perspectives, putting forward with their viewpoints. In this thesis the author made research on the basis of the personal experience and survey in the rural places and wide collection of information, with ChongQing as a point, from the perspective of land-flow and transfer of labor force in rural places that have the most intimate contact with peasants. The author started from importance of lands and labor forces in rural places to domestic peasants, especially the special significance of that to ChongQing. In this article a brief survey was firstly made of the research on land-flow and transfer of labor forces in and abroad. And then what followed was the description and analysis of the situation and problems of the land-flow and transfer of labor forces in ChongQing. On the foundation on which the author analysed with the means of restricting quality and quantity, from the comprehensive aspects of theory and practice, making a conclusion that the land-flow and labor mobility influence each other and of great connectiveness. In this process unavoidable problems are revealed that more efforts should be made promote its active interactiveness. In the end, the author generalized the strategy of land-flow and transfer of labor force based on pointing out its significance and setback. The methods include, clarify our thoughts, pay highattention; enhance the educational training and promote the peasants' quality; renew the management systems and improve the government services; speed up and improve urbanization; adjust the economic structure; construct the construction of transportation and correspondence in the rural places. At last, it is forecasted that interactive perspective of land-flow and labor mobility in ChongQing.
