Study On The Relationship Between The Transfer Of Rural Labor Force And Land Circulation

Since twentieth Century, China’s economic and social development has entered anew stage, the process of urbanization and agricultural modernization is accelerating.However, rural labor is difficult to effectively transfer, and rural land lacks of scaleefficiency, these problems have an effect on urbanization and agriculturalmodernization. The key of the agricultural modernization is to promote the circulationof agricultural land to achieve the scale of operation, at the same time, theurbanization construction needs of rural labor orderly transfer to the town. At present,most of China’s rural labor force has not completely and permanently transfer,because they don’t want to give up the land that is their final security. But part of therural labor force to give up the right of land contractual management, and permanenttransfer is the premise of urbanization and agricultural modernization. Thus, thetransfer of rural labor force and rural land circulation related to the land contractualmanagement right exist certain correlation. Therefore, take the transfer of rural laborand rural land circulation as the research key, and analysis the way of the twointerrelated, and discuss on the countermeasures to realize the interaction of the rurallabor force transfer and rural land circulation, has important practical significance forChina’s urbanization and agricultural modernization.This article from the present situation and problems of rural labor transfer andland transfer, according to the result the survey of300households of Yang JiangCountry, Stone Country and e Ling Country in Nankang District, influence of rurallabor transfer the main factors of non-agricultural income, the number of family laborforce, the level of regional economic development and land quantity; the main factorsinfluencing the circulation of rural land agricultural income accounted for theproportion of family income; analysis of the transfer of the rural labor force transferof agricultural land transfer from the two angles of local transfer and remote, found toaffect the way is the land safeguard social survival, function; farmland transfer effecton the transfer of rural labor force is analyzed from the transfer deadline, scale andpattern, the influence way is non farm employment income level and stability.Through the empirical analysis found that, in the other conditions remain unchanged,and there was a positive correlation between rural labor transfer and land transfer.Finally, this paper puts forward the effective ways to realize the rural labor transferand land transfer interaction: enhancement of non-agricultural employment ability,improve the non-agricultural employment income and stability; improve the system ofrural social security system, weakening the social security function of rural land; landconcentrated transfer guide, realize the large-scale management of farmland;encourage circulation, promote the increase of long term investment in land.
