China’s economy has shown a rapid and healthy development since economic reform, which bring a huge growth in electricity demand. Because China’s power mainly comes from fire power, coal demand is also greatly increased. Meanwhile, coal transportation basically follow the norm of "Western coals transport to east” and “northern coals transport to south", due to the production areas and demand areas of coals exists big difference in geographic distribution. The main mode is transiting coals from the western coals produce area to the northeast coastal ports, then shipping them to demand areas.However, there are some problems in the coastal coal transportation system in China. Firstly, ships have different sizes in exporting port and ships do not match berths, which waste the transportation capacity and increase the transportation cost. Secondly, exporting port has less control on ship due date, which easily lead to congestion in port. In order to optimize coal transportation system, it should be managed, such as, optimization of coal shipping system, improving the reliability of coal supply. This paper puts forward suggestion on the construction of large coal transshipment center.This paper discusses the distribution of electric power industry in our country, and analyzes the problems of coastal coal transportation. Then, a coastal coal transportation system optimization model is proposed based on the necessity of construction of large coal transshipment center. Finally, Guangdong Province is selected as an example, the model is calculated by lingo software and mathematical programming method. Compared with point to point transport mode, the transshipment center mode is better on economic, reliability and stability index.Results of this study can provide a reference for China’s coastal coal supply system, and is useful for the development of economy.
