As a new industry of "Internet + international trade", cross-border e-commerce is growing more rapidly than traditional trade, and is becoming an important growth point of Chinese international trade. However, the current government regulation system of international trading serves for the traditional trade, not for the cross-border e-commerce. It’s important to improve the supervision for government regulators, and solve a series of problems, such as unlicensed operation, fake issues, illegal clearance and tax evasion, in order to regulate and improve the cross-border e-commerce.This study is of strongly theoretical and practical significance, which conducted a comprehensive systematic study of our government supervision of cross-border e-commerce. This paper systematically reviews the evolution of our government regulation of cross-border e-commerce, and analyzes the status of government regulation from the perspective of the regulators, the regulated and regulatory means. After analysis of the problems in the regulatory process, this paper proposes regulation solutions, such as establishing adaptive regulatory system, developing adaptive regulation technology, the introduction of third party regulatory cooperation, and reforming to improve our long-term competitiveness of cross-border e-commerce, with the goals of short-term and long-term balance of interests of all parties, trade facilitation and market autonomy. |
