At present, the state-owned enterprise reform is in a crucial stage, the state-owned enterprises cadre management innovation is the key link in the process of reform, which will determine the success or failure of the reform of state owned enterprises.Middle management personnel as the backbone of enterprise executive power and the main promoters, level of the size of its competition ability, work efficiency, directly affects the enterprise production and management and reform and development. Enhance the capability and quality of middle management personnel, stimulate the vitality and creativity of the middle management personnel to effectively play the vital middle ranks of the overall effectiveness.All along, the assessment of middle management personnel is always the focus and difficulty of enterprise management. Under the influence of the traditional system of cadre management, enterprise middle-level management personnel evaluation basically stay in the traditional personnel management level, the lack of effective management system of human value.
