| Expanding domestic demand is the goal that our government has been pursuing.The urbanization is an important gripper for expanding domestic demand and the lasting power to promote the growth of economy, so it is listed as one of the four modernization on the Eighteenth National Congress of the Communist Party. The urbanization of our country has achieved unprecedented development both in scale and speed since the reform and opening up, although the urbanization promotes the sustainable development of national economy, brings profound changes to the society structure, and improves the living standards of urban and rural residents comprehensively, there also exists the problem that the urbanization efficiency is not high. The new requirement of “Improving the Urbanization Quality” is also put forward clearly in this report, and increasing the urbanization efficiency is the foundation and precondition of improving the urbanization quality. So calculating the urbanization efficiency has a certain research significance both in theory and practice.Shandong is a large province of population and economy along the east coasts of our country, and its urbanization rate is 53.75% in 2013, ranking the fifteen in our country,which does not conform with its GDP ranked the third place, so it is quite necessary to research the urbanization efficiency of Shandong province.Firstly, on the basis of summarizing the connotation of urbanization, this paper combines the current urbanization development situation of Shandong province with the principle of building indicator system to build a multi-level urbanization efficiency indicator system, which can reflect the connotation of urbanization relatively and comprehensively. Secondly, it introduces the multi-level DEA models,which can solve the problem that the classic DEA models cann’t deal with too many evaluation indicators and the multi-level indicator systems directly due to the limited number of DMUs; in view of the problem that the output indicators are index and the multi-level indicator systems, it combines the multi-level DEA models and DEA-WEI model together to establish the multi-level DEA-WEI model. Finally, this papermeasures and analyzes comparatively the urbanization efficiency of Shandong province and seventeen cites from 2006 to 2013 by using these models.The research results show that it is more ideal to use the multi-level DEA-WEI models to measure the urbanization efficiency of our province than the multi-level DEA models, and the results got by using the former can not only distinguish the DMUs effectively but also be more consistent with the overall urbanization development trend of Shandong province and the actual development of each city.The calculated results show that the overall urbanization efficiency of our province is on the rise from 2006 to 2013 by measuring the urbanization efficiency of Shandong province; by measuring the urbanization efficiency of seventeen cites, the results show that there is a big difference existing in the urbanization efficiency between each city, the high are mostly concentrated in the eastern coastal and central cities and the low are more in the western mainland; there is on city which is judged as DEA efficient in 2006 and 2007, and Jinan is judged as DEA efficient from 2008 to 2013,this thanks to the starting of “One Body and Two Wings” that Shandong layout urban and rural planning in 2008. According to the level of the urbanization efficiency, this paper divides the seventeen cities into the following four types: the leading type:Jinan, Qingdao; the potential type: Weihai, Dongying, Yantai, Zibo, Laiwu; the developing type: Weifang, Taian, Jining, Binzhou; the lagging type: Rizhao,Zaozhuang, Linyi, Liaocheng, Dezhou, Heze. Finally, this paper analyzes the urbanization efficiency of seventeen cities comparatively from the point of whole and part respectively, and then comes up with suggestions on improving the urbanization efficiency and quality of Shandong province. |
