Involuntary resettlement has become a universal difficulty, especially those led by large-scale constructions. Up to now, nations worldwide have witnessed this knotty problem ranging from nations of big populations such as Russia, Brazil, China and India, to developing or underdeveloped countries in the South America, Africa, Middle East or Southern East Asia. Generally speaking, involuntary resettlement is a headache which is yet to be solved successfully worldwide. As far as China is concerned, since the establishment of the People’s Republic of China, due to imbalance of economic and social development in different regions, engineering constructions and natural disasters, a large quantity of involuntary resettlement came into being. In the past six decades, China has been devoted massive manpower, material and financial resources on the research and study on resettlement work from numerous angles, such as rule of law, policies. Thanks to these endeavors, China has seen many rules & laws and policies enforcement concerning resettlement compensation. We hold the strong conviction that, with perfection of our national system, national mechanism and rapid development of economic society, the management of involuntary resettlement would be perfected day by day.KD company is the provincial city of Yunnan. As the most important transport hub, K is boasting its leading role in culture, resources, politics and economy. In recent decades, K has witnessed a sky-rocketing municipal development by increasing urban population, dense population concentration, rise of car ownerships while the infrastructure in most of the main districts in K cannot meet the demands of social development; and therefore, this phenomenon was seriously hampering the urban development with more traffic jams, more inconvenience of public transportation and deteriorating logistics. To tackle these problems, K Party Committee and K Municipal Government pushed up the deployment of metro construction. In March 2008, the urban rail transit planning was submitted to the National Development and Reform Commission and the National Ministry of Construction for approval; in June 2009, the National Development and Reform Commission approved and replied to the planning which marked the official commencement of rail transit construction. It was a milestone for facilitating the sustainable and healthy development for K city and conformed to the essential interests of all citizens and long-term interests of the whole city. On top of that, it was of great significance to better urban construction, perfect city outlook and to improve the happiness sense of massive people.Since the commencement of rail transit construction in K, the involved involuntary resettlement has been a bottleneck for restricting the smooth progress of the construction, as can be seen in the various districts. Obviously, involuntary resettlement problem was crying for reasonable settlement. Given this, this research is mainly focusing on the involuntary resettlement in metro construction in a bid to create new methods and strategies concerning involuntary resettlement.
