Study On Resettlement Work Of Land-lost Farmers In Changxing Island, Dalian

Since the Chinese government decided to set four special economic zones inShenzhen, Zhuhai, Shantou and Xiamen in the1980, the construction of economicdevelopment zones has become a successful experience to boost the economy, whichhas been extended to the whole country. By October2012, China has set up146state-level economic and technological development zones, these development zonesmade great contribution on promoting the development of economy, booming thecentral and local fiscal revenue. With the construction of the development zone,however, quite a lot of defects have been revealed gradually. It is the most importantproblem that the resettlement of land-lost peasants, which caused by land acquisition.As the amount of land-lost peasants growing, it is more and more outstanding that theland-lost peasants’ benefit is damaged, which has been one of the factors ofdisharmony to economic construction and social development. Therefore, research forthe problem of the resettlement of land-lost peasants has great value to protect therights and benefits of land-lost peasants, to promote economic and social development,to uphold social harmony and stability.For the research of the land-lost peasants resettlement problem, this paperrationalize the relationship between the land and farmers firstly, and highlight thesignificance of resolving the land-lost peasants resettlement problem for the economicdevelopment. And then, this paper analyzes the basic situation of farmland losing andthe resettlement of land-lost peasants in Changxing Island in Dalia, and mainlyanalyzes the current problems and reasons of the resettlement of land-lost peasants.After that, this paper analyzes the age construction of land-lost peasants and therelationship of age construction and revenue by file inquire and questionnaire survey.This paper argues that there are many problems in resettling the land-lost peasants inChangxing Island in Dalia, such as difficulties to improve the stander of living,difficulties of re-employment, social security faultiness, and difficulties to start thesecond business.After researching the modes of resettling the land-lost peasants in history andcurrently, the approaches and rule of resettlement in Zhejiang province, ShanghaiMunicipality, and Taicang city of Jiangsu province, analyzing and summarizing theexperiences of the USA, Canada, the UK, France, German and Sweden, this paper holds that, in order to resolve the problem properly, the following several works arerequired to be done: deepening land institution reforms; improving the landcompensation system to ensure land-lost peasants can legally be compensated;establishing sound social security system; the government should play the leading rolein order to promote the regional development of economies and improve the level ofpeople’s livelihood; setting up vocational training system for land-lost peasants toimprove their professional quality, increasing the social responsibility of firms;improving the abilities of self-development and seeking employment of land-lostpeasants, and so on.The innovation of this paper lies in, Changxing Island Harbor Industry Zone,which was founded in2005, is the predecessor of Changxing Island Economic andTechnological Development Zone, there are2360households in this area, theconstruction of development zone involving an immigration of7751people, theexperience of resolving the problem of resettlement of land-lost peasants is valuableto study. This paper applies qualitative analysis methods, and combines the theoriesand practices, to summarize the ways to resolve the problems of resettlement ofland-lost peasants.
