With the progress and deveoplemnt of society and economy, electrical aplliances have been widespread and consequently the number of used electrical appliances has increased with each passing day and the unjustified recycling of them has caused serious environmental pollution. How to dispose and reuse the waste electrical aplliances has been a concern, and it’s of vital realistic significance to set up a recycling logistic network. As the vehicle of recycling electrical aplliances, the establishment of a recycling network system is the foundation of ensuring proper disposition and resource recovery of used electrical appliances. Whether the network planning is reasonable fundamentally decides the efficiency and effectiveness of recycling logistic operation.Huai An has a population of 5.3 million and a great number of electrical appliances fall into disuse every year. In order to reduce environmental pollution, promote energy conservation and emission reduction, develop circular economy, and guarantee the physical health of the general public and environmental safety, it is necessary to initiate network planning for the recyling logistics of used electrical appliances. The following article puts forward a general plan for the recycling logistic network of used electrical appliances, based on the principles, structure, individual network facility function, and operation management of network planning for the recycling logistics of used electrical appliances. Then it builds models of center site selection and those of mixed integer programming so as to make a policy decision about the site selection of recycling logistic network facilities. The essay investigates the number of ownership of electrical appliances in Huai An at the present, and calculates the number of waste electrical applances in 2015. And then it proceeds to make site selection programming for recycling logistic network facilities, and finally proposes the related supporting measures to guarantee the efficient operation of the recycling logistic network. It is hoped that the research findings will provide a reference for improving the efficiency and cutting the cost of recycling electrical appliances and reducing the environmental pollution in Huai An and nationwide.
