| As business competitions become increasingly competitive, competitions among enterprises focus more and more on the talent competition. Human resource management in the enterprise management is increasingly being valued by corporate managers. Performance management as an important part of the organic system of the corporate human resources management, through scientific and effective methods, will not only enable companies to attract, retain and motivate their employees but also can improve the core competitiveness of enterprises.After the promulgation and implementation of the "Labor Contract Law" in 2008, there emerges a lot of human resources services enterprises, most of which are small private enterprises. For example, there are more than 300 in KM City. The BY HR Services Inc examined by this study is one of them, with the characteristics of both a small business and a service industry, In order to gain a unique competitive advantage among many human resource services companies whose main business are labor dispatch and labor affairs agency and become a leader in the human resources service industry, the company needs to make its internal human resource management more efficient, in addition to have a good grasp of the firm’s strategy.This article uses the performance management system of the BY Inc’s employees as its object of study. By analyzing the current situation and existing problems of the performance management system in BY Inc, and by using a variety of performance evaluation indicators and combined methods such as MBO, KPI, BSC, we construct a new performance management system which suits BY Inc’s features and suggest the effective integration of various aspects of the performance management system. The new system will enhance the core competitiveness of the BY Inc and provide human resources and support for the company’s next strategic development. One of the main focuses of this article is, through analyzing the advantages and disadvantages of three kinds of performance indicators, MBO, KPI, BSC, to integrate the three and set up an "MBK" performance appraisal index system; secondly, in combination of the BY Inc’s actual performance evaluation, the article is to constitute a complete performance management system of the BY Inc by including different aspects of the performance management which covers performance plan, process control of performance management, the application of performance feedback and performance evaluation results and the newly constructed performance management system and the appraisal index. |
