A Trinity-Policy Design Of Macro Intensive Land Utilization During China Urbanization

This thesis focuses on construction land policy system and put forward a trinity-policy to improve macro intensive land utilization during the urbanization in China.The question is based upon three aspects below: 1. The situation of rare land resource even more farmland in our country; 2. The appeals of Scientific Development View and Sustainable Development Theory during practices. 3. Macro Intensive Land Utilization is the total goal of government. So that, with researching the differences between it and partial one, this thesis goes to analyze the connotation of Macro Intensive Land Utilization, then find out the way to Macro Intensive Land Utilization and its infection factors. Macro intensive land-use means the land utilization is intensive from the level of nation and region. It is far different with the intensive land-use from the level of single city or each parcel land. Although both of them are the precondition of the national intensive utilization, national intensive utilization is not equal to the sum of each city. By assembling the national construction land resource in different ways, it could induce greatly different intensive benefits of national land utilization. Thus, it is highly necessary and complex for studying the macro intensive land utilization. The thesis gives it systematic theoretic analysis and puts forward detailed trinity-policy suggestions. The trinity-policy suggestions include three categories respectively: strategy, mechanism and system.The first policy suggestion is to adjust the current urbanization strategy. In fact, the local urbanization strategy is disadvantage in strengthening the macro intensive land utilization, because the strategy in practice does not completely obey the basic national policy of optimal land utilization. Thus, this thesis gives some adjustment suggestions of the urbanization strategy. It includes one aim, two principles and three actions. One aim is to improve the level of macro intensive land utilization by improving the efficient of urban development. Twoprinciples are not only to emphasis the urban dynamic theory but also to respect the role of market mechanism. Three actions include: 1) strengthening to cultivate and develop city groups; 2) keeping building large and rich city as the promotion power of urbanization; 3) aiming to develop complementary industries of central city for the other medium and small cities or towns.The second is the policy suggestion in mechanisms. There are two main mechanisms in construction land management, which are land-use regulation and market mechanism. Both them are basically good and have no significant effects in the practice. The thesis points that it is caused by the uncoupling between the other relevant policies and the two good mechanisms. So the solving ways are: 1) keeping strengthening the land-use regulation policy, including insisting farmland protection, complying with the rational urbanization strategy and emphasizing the building-up and the law guarantee of scientific urban planning; 2) keeping developing the land market, including perfecting the first class land market, fostering the second class land market, and dealing with the interest between government and farmers losing farmland in right way.The third policy suggestion is the reform of our government administration system. The present government system is a kind of combination administration of city and country. The combination government system hampers the efforts of the macro intensive land utilization. The hamper can not be conquered from the internal change of government management. After borrowing ideas from international experience, the thesis puts forward the reform suggestion of separation administration of city and country. In other words, there should set the uniform urban administrative region and the special country administrative region respectively. The former focuses urban governance and the later focuses village management. Both them are different departments with standing for different interest so as to limit the free acquisition to farmland and to strengthen the protection to the farmland.The study of this thesis has two creative points. Firstly, the paper gives its own theoretic analysis to the meaning and the influence factors of macrointensive land utilization of urbanization in nation or region level. This theoretic analysis is helpful to making intensive land-use policies for national government from the view point of both theory and practice. Secondly, the paper gives its own suggestions to strengthen macro intensive land utilization during china urbanization. According to the modern management theory, a trinity-policy suggestion is designed including strategy, mechanism and system. In addition, the thesis gives the trinity-policy simulation analysis by exampling the urbanization in Shandong Province, and points several problems which need to be studied further in the future.
