A Study Of Institutional Environment,technology Introduction And Independent Innovation Of High-Tech Industry

High-tech industry is a strategic pilot industry of the national economy. Accelerating the pace of independent innovation of high-tech industries has a significant role in the industrial upgrading and the transformation of economic development mode. Since the Reform and Opening, the introduction of technology is an important way to improve the level of industrial technology and technological innovation.Since the new century, the domestic institutional environment has undergone tremendous changes. In this context, what is the difference of relationship between the introduction of technology and high-tech industry independent innovation? What is the role of Institutional environment on the relationship between them? The solution of these problems is of great practical significance to the improvement of independent innovation capability of high-tech industry.So based on the relevant theoretical basis and the previous research, this paper use the high-tech industry panel data model of 24 provinces and cities from 2004 to 2014 to do the empirical test and analysis of the country and the different regions. The results show that the introduction of domestic and foreign technology has not improved the independent innovation capability of high-tech industry, and the introduction of technology has played a substitute effect rather than complementary effect to the independent innovation of high-tech industry. The institutional environment has a positive regulation on the relationship between the introduction of technology and high-tech industry. And it also means that the improvement of institutional environment has a positive effect on the relationship between the introduction of technology and high-tech industry. From the empirical test of different regions, it shows that all regions should be cautious about the introduction of technology and should not rely on it. According to this, this paper analyzes the existing problems between the introduction of technology and the independent innovation of high-tech industry and puts forward relevant policy suggestions from the point of view of the complete chain of technology introduction-digestion and absorption-independent innovation.
