With the development of economy and the fierce competition among enterprises, the coal industry in China is facing the development of the industry, but also faces the predicament of human resource management. At present, many coal companies in China have emerged the enthusiasm of the staff is not high, the shortage of personnel recruitment difficulties and other issues, enterprises have to slow down the progress of production and construction, human resources has become the bottleneck restricting the development of coal enterprises. Among the various factors that cause these problems, the staff salary system is not scientific, not perfect, is undoubtedly one of the most important reasons. The Yushen energy companies as the research object, starting from the basic theory of salary, to the domestic and foreign existing salary management theory were summarized, to Yushen energy company in economic development under the new normal salary system existence question carries on the analysis and reference salary management correlation theories and literature, to optimize the design scheme to the problem of the salary system of the company, and puts forward the measures to guarantee the implementation of the program, finally carries on the summary to the paper, draw relevant conclusions and puts forward reasonable suggestions.
