The aging population has become one of the major concerns of the world. In 1998, China has been an old-aged country. From 2010 to 2040, the aging of population will enter the rapid development. Whether in the absolute or relative amount, the rural aged population in China is in the majority. In future, the speed and degree of rural population aging will exceed the towns. What is the way to solve the elder-security problem in the rural areas? As the reform going deeply and the advance of industrialization, the "family insurance" based on the land has faced the challenge from market and industrialization, and can't meet the need of social conversion. It is crucial to set up the rural social old-aged insurance system. The text is on the basis of drawing lessons from the experts and scholars' study all over the world. After analyzing the feasibility to set up the rural social old-aged insurance system, a conclusion is made: though limited by the country economy, we can set up rural social old-aged insurance system, which is low-leveled, but wide covered and no-missed.First part, including foreword and chapter one. The third part, namely chapter three. It reviews Chinese rural elder security at first then analyzes the current condition and the reason, thus draws the conclusion: we should set up and perfect the security system of our countryside as soon as possible for a series of problems from aging population.The fourth part, namely chapter four, the international comparison and reference of different models of supporting parents. Through analyzing different models, being combined with current situation of our country, a multi-level rural supporting should be an effective way to settle the countryside supporting.The fifth part, namely chapter five, structuring the security system of our rural supporting under the aging population background. It analyzes the feasibility of structuring Chinese rural supporting security, the goal, the basic principle, the system frame, concrete reforming steps, the ways of raising and managing the funds and supplementary and correlate measures for rural supporting system.In a conclusion, the author holds the idea that it is necessary to set up rural social old-aged insurance system and according to actural requirements, the effective way to solve rural old-aged supporting is to take full use of traditional old-aging supporting and perfect social security at the same time.
