Because of the information can not be feedbacked timely and accuratly,making decision always blindness. these problems constrain the development of the institute. For the backward status like this , the institute has improved in P.M(Project Management) and R.S.D (Railway Survey and Design) aspects for railway design high efficiency and high quality and enhancing the competitiveness of the industry. Developing a software system for manageing all of the railway the railway engineering projects and collaborative design that is an urgent task.The primary task of this urgent problem is how to manage this large-scale software system development project. Fortunately, the modern project management theore provide a good theoretical basis for the management of the projects to be developed . the paper putted forward a scheme to this software project and discussed the application of this schema in this critical software project based on the modern project management theory.According to software system development proecss and modern project management 9 knowledge areas, the paper analyzed how to develop the critical software of this institue--Engineering Survey Project Management and Collaborative Design software system( Collaborative Design Software).This paper describes four aspects of project management knowledges and methods of software development projects in the application of the practice:The first is the start-up phase of the software project. At this stage, must be implemented in software project feasibility analysis, and constructing the project team. At this stage, used the knowledge of the software project assessment and project human resources management.The second is the planning phase of the software project. At this stage, the works to be completed have determining the scope of the software projects, budgetting project of cost, distributing human resource, confirming project risks and confirming the process of implementating software successly. At this stage must understand the needs of users fully and create the project plan.The third is the implementation phase of the software project. At this stage, the works to be completed have implementing the project plan and completing the object of development. The proecss is a type of sequences that can be interfered, if you want this process to achieve the target successfully as planned, it is necessary that tracking and monitoring the throughout process, and the mathod of tracking and monitoring uses the knowledge like project of integrated management of the entire change control, project schedule management, project configuration management and project quality manage- ment. thus ensuring that the software implementation correctness.The fourth is the project closeout phase of the software. Eventually, the software system will be applied in the institue after it developed successly.At the stage, the tasks must completed have transfering of the software system, user training, archiving results and submitting the software project to the institute and accreditting. At the stage, the knowledge used has project ending technology of software project management.At the end of the paper concluded the collaborative design software system implementation experience of this institue.
