For solving the problems those will emerge from the implementation of the CNS, ICAO proposed the future development of the automation and one-system trend of the air transportation information system to all its members. The automation and one-system trend have been an international trend which is also very meaningful to the development of air transportation management in China.The work characteristics of Air Traffic Controllers have been researched and the demands have been analyzed deeply in this paper. And the functions of Air Traffic Controller Technique Archives Management System (ATCTAMS) have been defined accurately. ATCTAMS has been designed clearly by using UML and UML diagram. Efficient and reasonable databases have been designed and many data forms have been defined in detail. The software system structure of ATCTAMS has been designed clearly.The Air Traffic Controller Technique Archives Management System has been analyzed, designed in detail and implemented partly in this paper. According to the demand, the system can generate various reports and realize all information input, modify, query, statistics and print functions. The information can be imported and exported through it. The system further refines and standardizes the processes and management of train of the controllers; ultimately replace the existing paper-based controller technique archives. The dynamic controller-related information, including training assessment information, can be timely and quickly queried through this system, which can provide the appropriate basis for decision-makers to develop policies and relevant laws and regulations.
