The relationship between the government and the media is not only the traditional topic in Western political communication science, but also the research focus in our journalism, communication science, political science, public administration and so on. As a whole, it is closely related to the country's survival and development,the image of the state and the government and the healthy operation of its functional bodies. From the micro level, the relationship between the government and the media affects the development of the media organizations and the realization of the interest of every citizen. Therefore, handling the relationship well between the government and the media has important theoretical significance and practical significance. If the government and the media are compared to the two ends of the scale, then under China's social system, handling the weight in balancing them mainly lies in the government. China's journalism is a part of the party's cause, the news media has always been the institution under the leadership of the party, and become a "mouthpiece" in propagating the party's principles and policies. Such system was effective in the war and early nation-building, and played a positive role in social stability and unifying thinking and understanding.However, with the deepening of reform, social development, and the improvement of the people's living standards and democratic consciousness, the news media' advocacy-style coverage can't meet people's growing spiritual and cultural pursuits and the needs of social information. Its function of supervision has been damaged greatly.At the present stage, in the actual operation, government departments and officials don't regard the media as a legitimate social instrument, but insist that the media should stand for the government. The mass media's ineffective oversight for the government and opaque for government information are not conducive to shape the good image of the government, and also make the people suspicious to the government actions, thus cause some negative effects, which are not conducive to social development.This article analysis the harm caused by the unseasonable relations between the government and the media at home and abroad, as well as the former Soviet Union, puts forward the importance of handling the relations between government and media during the transition period, and base on the analysis of China's current government and the media characteristics to comb the history between our government and media, and do research using the government's control public opinion to Sichuan Online as an example. It illustrates the relationship status between the government and the media, and then points out the shortage between the government and media. After carrying out the above work, and learn from the theoretical knowledge of economics, it pointed out that our government and the media at this stage should carry out all its functions, look on public interests and social development as the goal to build healthy relationships, and propose specific models and building measures, explain the role they play in the process of building healthy relations between the two sides. We hope to provide some references for building good relations between the government and the media during the transition period.
