Maritime Automatic Identification System (AIS) is a popular new navigation-aided system, since 1990s, which combines the techniques such as GPS(Global Position System), network, communication etc. AIS, using the SOTDMA communication technique, can delivery the IMO code, call number, ship number, destination, navigation plan of the current ship automatically and continuously to achieve the information transform between ships or ship and the shore. At the same time, AIS can receive relative information from ships around, and shares the real-time information depending on the network of AIS. An AIS network monitoring system uses the network which is based on UDP protocol to store the data from every ship to database at the supervising center. According to the data from the ships, AIS can analyze the shipping status, and display the data on electronic map immediately. AIS is capable of improving the safety performance of the ship, preventing the ships from collision, guaranteeing the efficiency of the transportation, which makes the transport become more orderly and efficient.This dissertation designs the system structure of Ship AIS Network System according to the needs analysis, using the mixed construction mode of B/S and C/S, and investigates the routing planning design of network layer detailedly. Moreover, this study analyzed the allocation of first and second-level control center to design the ship network software system. In shore-based monitoring system, the dissertation designed and realized UDP protocol using Visual C++ integrated development environment, indicated the speed advantage of UDP protocol fully, constructed the network of ship automatic identifying system and shore-based monitoring system, and extended the real-time electronic ocean map. During constructing the network of monitoring system, network communication protocol is defined, and the message head of this protocol is defined prudently and comprehensively. Besides, this dissertation designs a humanized interface of network management client-side, and discussed the data flow, software mode flow and algorithm of the software modes, such as the ship service, broadcasting of warning and aid-to-navigation message, dynamic display, etc. Currently, the AIS network monitoring system has been tested and will be delivered. In the process of testing and certification, it shows that the system is useful in practice, and feasible of operating simplicity, and advantaged of easy maintenance.
