With the rapid development of broadband technology, the CPE (Customer Premises Equipment) nowadays have the characteristics of wider dispersion, magnitude, intelligence, variety and business complication. Therefore, do not go to customer house in person from the operators plays an important role in reducing the cost of maintaining CPE. The key to the solution of lowering the maintaining cost lies in upgrade CPE and performance monitoring and fault location through ACS (Auto Configuration Server). In the final analysis, we can use ACS manage CPE parameters and upgrade CPE software version through remote control.TR-069 has removed the difficulties of maintaining CPE for the operators, which was defined by the DSL Forum in 2004. TR-069 has realized the remote invocation of CPE in the way of applying the technology of SOAP RPC which is widely used in web service. The protocol has released three editions by now and it is also called CWMP(CPE WAN Management Protocol). It defines the protocol stack and data model of remote management which is carried out by the ACS to control the CPE in the wide area networks. Operators can finish automatic configuration through ACS.The remote management of ACS and CPE can realize the consolidated management and maintenance upon network equipment of different types only if they follow the protocol of TR-069. In consequence, the establishment of a stable and functional ACS is very meaningful to not only lowering operators' maintaining cost but also improving work efficiency.The thesis gives exposition of the design and implementation of ACS platform which is based on the protocol of TR-069 and it introduces the background of TR-069 and its application. Besides, it analyzes the concrete solutions of SOAP, XML and EJB on J2EE platform. And also, It have presented and compared several architecture solutions in the system architecture. In the design and implementation of system, solutions on the complexity of task management, the bottleneck of remote configuration and the compatibility between standard TR-069 and nonstandard TR-069.
