The rapid development in the electrical power industry in China had urged for more advanced outage management.How to integrate the current available resource in order to achieve optimal outage management has been becoming an important research objective. On-site outage management system is a product of this kind of research. It incorporated advanced technology and management experience on the basis of contemporary management theory to achieve the integration of on-site data collection and outage management.This system aims to enhance management and promote service quality.Relying onadvanced computer science,internet technology, electronic communication technology and energy metering technology, it is able to collect first hand on-site information and consequently achieve better effectiveness in outage management.On-site outage management system has met with the least requirement of current electronic industry by optimizing the structure design and data model, selecting appropriate technology and well-managed safety system.This study first introduces the background of this system. The objective and framework of the study was determined according to the characteristics of electronic power industry. Then accounting for the real world situation of on-site power utilization, the structure of software and hardware was properly designed. The relative technologies were carefully selected and incorporated into the design. Further, this paper describes the design and running process in details, such as the function module partition for documentation parameters management, data acquisition and statistics module and relative background support. At the end the paper proposed some ideas about the future plan.
