With the process of informationization in the electric power company continued to deepen, information technology is gradually penetrating into every field of electric power company, such as production, management, marketing and decision-making etc. As an important business activity in the area of production and management, the procurement of electric power material for electric power company strongly requires information technology to support its overall management and monitoring.In the thesis, by combining modern system construction concepts and applying advanced development technologies such as MVC, IoC,O/R Mapping and so on, we construct an electric power material procurement management system which realizes the management of procurement plan and procurement order based on the multi-layer development framework WSH (WebWork-Spring-Hibernate). In the course of construction, we focus on the implementation of data persistence layer, business service layer and presentation control layer for the three core application modules which are master data management, procurement plan management and procurement order management to fully describe the key development elements and systematically explain the characteristics of WSH.In addition, we introduce the popular application integration technology, i. e. Web Services, and the latest Web interactive technology, i. e. AJAX, which meets the need of enterprises for information integration, as well as meets the higher and higher demand of users for system experience, to make the system more valuable.As a whole, WSH-based applications, by incorporating technologies such as Web Services and AJAX, not only have the advantages of traditional J2EE-based application,but also can achieve friendly interaction interface and seamless integration of external systems, which can meet both enterprises'and users'requirements for informationization.
