With the continuous rise to geography information of people and high development of Internet technology, GIS and Internet combined and formed WebGIS. These days WebGIS technology is widely applied to all kinds of fields, however, it is rare that WebGIS is applied in basic geography information in Yunnan province. We aim to study releasing system of geography information metadata of WebGIS.Firstly this article analyzed development method of WebGIS and characteristic of releasing system of geography information metadata. Then we decided to adopt ArcIMS re-development method and advanced object-oriented language (JAVA) as developing method. All above is very important in realizing such a WebGIS of high technology, good performance and perfect function. We took MVC design mode and B/S mode into application of system logic frame, and so the problems of complicated logic that is aroused by kinds of mode, various data and complex alternation.We used data base to manage vacuum data conformably. Because of the using of ArcSDE vacuum data drive and Oracle database;we realized a lot of vacuum data in database efficiently. Besides, other vacuum data is managed by Oracle database. Obviously all data is managed organically.With the help of development platform of ArcIMS WebGIS, we applied MVC design mode which is based on WebWork and Hibernate to WebGIS system of geography information metadata. And we use ArcIMS developing store and vacuum analyzing principle on the platform of Web. At last we realized metadata query, location and vacuum calculating in Internet. Obviously, this way deal with case logic mode and view page separately. Besides, it depresses the coupling of kinds of function and rises the independence and agility of system. Totally, the design and application of system is convenient to develop and extend. Certainly, it is of some creativeness at home.
