The city TV stations of our country started in the seventies of the 20`h century. They have played great roles in broadcasting government's voice, enriching people's lives, linking up economic information and enlivening culture markets. However, after going through four stages, the city TV stations were enslaved under TV broadcasting framework of the "country-province-city". As the most basic unit in the Pyramid of Chinese television broadcasting system, the real dilemma of city television stations caused a high degree of attention and reflection of academics and television practitioners. In recent years, the "localization" of the exploration and practice has raised some new issues and development direction for city television.This article is divided into six main parts, starting from Communication, journalism, marketing and other subjects'fields of vision, based on theory, taking City TV as the study subject, taking "localization" as the main line. Part one is introduction. It explained the purpose of writing this thesis and the present condition of research on this phenomenon both at home and abroad. The second part is to analyze the development and status of City TV in recent years, compare the advantages and disadvantages of them in competition dilemma, and sort out the necessity of the "localization" strategy; The third part dwells on the concept of the "localization", and gives double support from several angles in theory and practice; The fourth part focuses on the city television's "localization" packaging, have elaborated the concept of the TV package, city TV station "native" package status, problems and principles to be followed. The fifth part focuses on the "localization" research of the core content of City TV Stations—programs, starting with the content analysis of news programming class, lifestyle, culture, class and self-columns three key content "localization" and secondly from the use of dialect perspective of the program formulation of the "localization" and finally, analysis briefly the scheduling strategies of the city television programs; The part six is summed up by the analysis of the preceding chapters, drawn into the plight of urban television station how to "localize" the road of innovation continues, mainly from the diversity of program sources, program scope and content of a program broadcast mining discusses the three aspects of diversity. The last part is summary. City TV stations in the face of tremendous competition, adhere to the strategy of localization, and continuously innovation, and finally able to stand firm on their own sites.
