Recently more than ten years practice of internet development proved that, the communication technology is the direct power to update the information service level. The most cutting-edge issues of the contemporary humanity information technology development are 3G technology.3G is the abbreviation of the third generation mobile communication. It includes the development of standards, system networks, terminals and other application development, the core is characterized by high-speed and multi-media. As 3G era is coming, due to the change of communication media, which pose unprecedented challenges and opportunities for the development of library. If librarians can seize the opportunity, adjust the resource types, service mode and the management concepts, they could have advantageous in future communication service and radiate new vitality.Mobile libraries as result that combine mobile internet with library, with the popularity of 3G applications will profoundly affect management philosophy, service practices and information access of the traditional library. This article base on the development of mobile communication technology, analyzing the lack of mobile libraries at this stage, referencing 3G application experience in foreign, to construct mobile libraries in 3G environment. At same time, pointed out that the 3G bring to the library a series of effects, and finally made the development strategies of library in the new era.
