This paper based on the working principle of the radar system and target simulator, and mathematical modeling of moving objects and so on,it studied the technology of radar moving target simulation in the case of peacetime training of radar and detailly designed the radar target simulator. The paper studied the methods how to generate a pseudo-random number sequence which meet the probability density function of amplitude distribution by using congruence of multiplication and transform sampling of probability density function. It also studied how to design the FIR shaping filter which transform the input white noise to output noise with Gaussian power spectrum. Then it detaily analyzed the mathematical expression of the moving target echo signal model and the methods how to simulate the coherent video echo signal. At the same time it studied the statistical modeling of noise and the distribution mechanism modeling of clutter by using zero-memoriless nonlinear method. After that it prezent the classical theory of Swerling models of fluctuation amplitude of the moving target and introduce the algorithm how to produce a sequence which agree Swerling models. Among the paper it researched the methods how to generate the trace of the moving target, and used VC++ software to program a MFC interface which simulate the trace of the moving target based on the piecewise approximation. The paper also researched the implementations of radar target simulator.Based on the mathematical simulation of video echo signal of moving targe,it realized a avriable delay module which can simulate the rang chang in the movement of the target through programming FPGA chip. And also it analized and simulated the doppler digital modulation in the digital signal processing. Finally it simulated moving target echo which contained target signal with gaussian noise and rayleigh clutter.
