With the rapid development of network bandwidth and video compress as well as integrated circuit technologies, video surveillance system is going to the embedded, digital, networked direction. Transmit message on internet has not been limited in text and image types any more, however, multimedia compression and transmission technology, can be used to solve the contradiction between security of real-time monitoring system and the insufficient of network bandwidth. One, it meets the real-time audio and video data transmission security, the other, it has far-reaching implications on encoding, compression and network technology.This thesis develops a new video monitor system based on the ARM and DSP dual-core architecture. The ARM core is mainly used for control and small amounts of data processing in the embedded system. The DSP core is mainly used in encoding and decoding. And the architechture of this system can make all aspects of performance have been greatly improve. In this paper, we begin with the key issues of the current remote video surveillance system need to solve. Research on how to build LINUX operating environment and the design of optimization, focusing on H.264 inter and intra frame prediction algorithm optimization and the key problems should be paid attention of streaming media transferring and control.1. The scheme of hardware and software based on the network video monitoring system is designed and realized. And build the operating platform and debug environment. In the material selection of hardware, we consider the problems which brought about by the weather. Present how to enhance the video quality by software. Briefly discuss the relevant interface circuit design of video data storage. Studying on how to transplant the embedded LINUX operating system, compile the BOOTLOADER, LINUX kernel and how to make file system.2. According to the low compression ratio problem of traditional interframe prediction time-domain correlation. Carrying out twice prediction encoding to the motion vectors of the various blocks (including macroblock, macroblock partitions, macroblock sub-partitions). Using the correlation between vectors to reduce the code-rate overhead of transmitting vector. The motion vectors of 1/4,1/8 pixel accuracy can be obtained, by interpolating prediction reference value in the inter-pixel reference frame, and then, increasing the prediction accuracy and compression efficiency. The prediction accuracy and compression efficiency are improved, but also the caplity of error resistance is enhanced, by use of the single and multi-frame mode algorithms. The simulation results of inter-prediction show that, the signal to noise ratio of ridge (RSNR) declines very low in the improved inter-prediction algorithm. Besides, the increase proportion of average rate is above 3.7., encoding time with nearly 39% reduction, and having higher encoding efficiency.3. The encoding algorithm of H.264 is predicted directly by the spatial domain, intra-prediction is one of the important characteristics in the standard of H.264. The transform of DCT for macroblock is usually carried out directly in the intra-mode, to code of entropy for transform coefficients, to do so, in some extent which eliminates the intra spatial redundancy. But the DCT transform only uses the relevance of internal pixels macroblock, without taking into account the correlation between the adjacent macroblocks. The intra-prediction mode selection algorithm is proposed on Chapter three, the simulation results show that quick optimization search algorithm not only reduces the complexity of H.264 intra-prediction mode selection processing, but also enhance the self-adaptability.4. Considering the shortcomings of not high security and low efficiency for traditional streaming media agreement, the thesis proposes a protocol of VSP and VAP which can meet the real-time, isochronism and high throughput for continuous media data. VSP Protocol which is in order to send audio and video streaming data. And VAP is a communication protocol which is developed for the public safety management of front-end equipment, can be used in various subsystems interact within and connect with the external system. Theoretical calculation shows that, this set of agreements has higher transmission efficiency than traditional streaming media agreement.Based on above, the technical scheme proposed in this graduate paper is valuable to application, and the performance of test system is stable. So, this system achieves the expected performance, and affords valuable reference for the research in the correlated field.
