In recent years, various types of violations changes upward trend. Campus security has become a social issue of great concern. More and more schools began to safety precautions. Jiangsu Yancheng Institute of technicians has developed very rapidly in recent years, for example the scale is growing, the number of students are growing. An effective solution to the current issue of campus security presence has become a major task.In this paper, we realize the function of the network video surveillance on service side, base on the embedded Linux system. This paper makes a deep research into the crucial technology of video encode, a new concept in MPEG-4 standard.The main content is campus security system design of Jiangsu Yancheng Institute of technicians. According to the actual situation of Jiangsu Yancheng Institute of technicians, we maximize the use of the existing campus network. The main consideration is in science, practical, economic programmes and so on.Specific contents are design of monitoring system, transmission design, point design, system frame, equipment selection.
