Because of the particularity and importance of broadcasting and TV in society, broadcasting and TV are two media which are strictly regulated. The regulations of broadcasting and TV in U.K. and U.S. are developed, and not only have they special and independent regulating institution, but they have relatively perfect law for regulation. This paper analyzes the function, regulating principles and modes of FCC and OFCOM. According to current situation of broadcasting and TV regulations in China, good ideas and constructive suggestions which can be used for reference and helpful to the reformation and development of regulations of China are concluded.Of course, using for reference is blind-less. Our social system, current economic situation, media development and the common particularity of all broadcasting and TV in the world prove that we can't carry the mode of U.K. and U.S.'own. But it doesn't mean we can't borrow their successful regulating principles and useful ideas. Especially, with the entrance to WTO and the gradual strength on the conception of democracy and legalism, problems of regulations gradually challenge our policy, legalism and media system. So the reformation of regulations for broadcasting and TV is necessary, and we can get solutions from these two countries. This paper mainly revolves five aspects to carry on the economic and legal analysis to the broadcasting and TV regulations. The structure of this paper is arranged as follows:First chapter, the basic theory of regulation is expatiated from the point of view of regulation economics, and the conception and types of regulations are fixed.Second and third chapter, after neatening broadcasting and TV regulations historical evolution of U.K. and U.S., the function, regulating principles and modes are analyzed microcosmically and unfolded by using cases and texts respectively. Moreover, this chapter also involves content regulations and regulation characteristics. These can offer strong support to our founding independent institution and adoption reasonable and efficient regulation means.Fourth chapter, from the viewpoint of use for reference, the achievements of regulations of broadcasting and TV in U.K. and U.S. are systematically concluded. The basic characteristics and specialties are analyzed, and these basic characteristics should be haven by some countries, and the specialties of these two countries can embody their differences in regulations of broadcasting and TV. We can get what we want and need to improve ours.Fifth chapter, Advantages and disadvantages of regulation of TV and broadcasting are expatiated at first, and then the inspiration which is suitable for our country is elicited from these two countries, which can supply some helpful and constructive suggestions to regulation of broadcasting and TV of our country.
