21^st century is a time of high and intensive information around Internet. As the base of basic education and research institution, higher education is inevitably standing in the front. With the further development of information technology and popularization of Internet in educational administration and management in higher education, many universities have realized the information management based on the campus Internet web site. In this case, a digital campus system has been established, through which campus resource, administrative management as well as teaching and learning can be managed more effectively. In order to keep pace with the trends, the educational administrative sections need to strengthen the construction of information technology . This thesis wills mainly focuses on study of the upgrading (from three-year certificate to top up to four-year diploma) management system of Gansu Recruiting Office.At present, the traditional recruiting-management system through Internet works on C/S model, this model is characterized by stability and rapidness. However, this system is too complicated and difficult in setting-up and operation; additionally, its available range is very limited. Thus, the Internet WEB recruiting management system can compensate the disadvantages of C/S model. This system is more open and extensive, which has broken through the block of time and space in use. Particularly, this system can guarantee the objectivity and fairness of recruiting work as well as the completion of the test takers' data bank. Therefore, it is very necessary for university recruiting work to adopt the Internet WEB management system.In the thesis, firstly some practical investigation and research work about the present upgrading recruiting management system has been done. Based on these researches , it can seen obviously that the format of the applied program , developing technology and realizing function of the old system cannot satisfy the realistic recruiting needs. Because the recruiting work not only opens to Gansu province, but also to the other provinces, the publication of the enrollment information and the collection of test takers' information have occasionally been lagged or made errors. So developing a set of perfect Internet Web system can reduce the recruiting workload, save labor and money as well as improve the recruiting work efficiency.Apart from these, it is very necessary to study and develop a new management system of upgrading recruiting work based on Internet WEB, because this system has adopted the B/S model. This model has no strict limitations on geographical positions or physical environment when applying and operating it. As long as it can pass the authentic identification of the system, all the data which has been stored in this system can be inquired about completely. Also any data analysis and statistics, data- report print can be done conveniently.
