Military mobile Ad hoc network is the critical factor to win the high-tech local war in the future and also the foundation to build the digital army. It plays great importance in our army revolutions and reforms. However, all the current studies on the military Ad hoc network focus on how to communicate in the all-connected and limitedly-lingering net. In fact, the war has complicated surroundings and is affected by many factors, such as the topography, weather and the electronic interference from the enemy side, so there may be high latency and malady in the network. DTN(delay-tolerant network) is the message-oriented and reliable system structure, which is abstracted from Self-organized Wireless network, such as ad hoc, WSN(wireless sensor network) etc, and it links the high time-lag and low data transmit ratio network model. So it has great theoretical and utility value to research the application of the DTN in the military mobile Ad hoc network.This paper studied the routing algorithm of DTN used in the strategic command in network.The router based on the establishment was put forwarded, according to the mobile node "establishment mobile" on the tactical command network, which comes from the PROPHET router. On the router, a node was abstracted from the proper size establishment. And between abstraction nodes, the improved PROPHET router was used to communicate. It can be considered as a compact Ad Hoc network by accessing DSR protocols to work in establishment. This abstraction simplified the Network Topology, reduced maintenance cost, enhanced data send-success ratio and lessened the time-lag.The router on the establishment was further improved and the establishment router distinguishing the message rank was developed to satisfy the needs of important information, which means the time-lag should be as short as possible, the send-success ratio should be as high as possible, and the requirement of network resource consuming should be as low as possible. To reduces the time-lag and improves the send-success ratio, the important information was multi-transmitted. There are three grades of information in the paper, which is divided into high grade, middle grade and low grade by important degree, respectively applying three, two and one transmit.
