China's internet has developed remarkably, making notable progress on network scale and technology as well as information service and business application model. All sorts of online information is promoting the ideological and cultural exchange in an brand new form, making contributions to society's work efficiency and life quality. However, the convenient and open network environment is being taken advantage of by those with bad intention. For instance, some websites pursue exparte commercial profit, publishing fake and exaggerated information and spreading offensive online material such as pornography and obscenity; some online game producer often make use of violent scenes and pictures to enhance its production's attraction; and some internet service providers making their profit through sending spam. The wanton spread of such offensive online material has given rise to lots of criminal acts and social ethical problems, troubling most of network users. And what is worse, the network world is especially attractive to teenagers. They are apt to be indulged in the offensive network information and their healthy physical and psychological growth is thus seriously affected. Therefore, the hazard of offensive online material has been brought to the forefront by many nations including China. Based on literatures on offensive online material and governance theory, this thesis firstly studies the definition, category, hazard and causes of offensive online material as well as responsibility determination of network operator and governance dilemma. Then this thesis systematically analyses legal norms, management Countermeasures and governance instruments employed by governments, non-government organizations and trade organizations home and abroad for governance of offensive online material. Except the effect of these Countermeasures, there are still lots of problems such as jurisdiction and standard identification need to be solved. And to solve those problems, the relevant government sectors must take their responsibility in policy setting and legal norm improvement, while the society as a whole must cooperate, such as promoting the network industry to strengthen their moral self-discipline.Thesis argues that governance of offensive online material needs a synthetically management framework containing instruments of law, policy, technology and moral principles. And it should be made sure that these management instruments coordinate mutually. Only through this, can the effective management of network be achieved and a cyberspace free of pollution and noise be built as well as can the internet and network material resource sufficiently play their role and a healthy and orderly network information exchange environment be established. Hopefully, thesis's study could make more and more people realize that the management of offensive online information is an extremely complex and pains-taking long-range task, and the relevant sectors of government and society could emphasize more on this issue.
