The library core value is the systemic confirmation of the library's responsibilities and missions, and it expresses the basic concept of librarians. The library core value is beneficial to the consensus of librarians for their career, to the expression and dissemination of the library's career values, career beliefs and career positions, and to the improvement of the social recognition level of the library career. Through the comparative study of library core values of various countries, districts and libraries, it shows that the library core value has both universal and diversity. Because of different value orientations of different confirmation main bodies, there are differences in contents, important orders and expressing ways. Overall, the library core value is a value system with similarities and differences. We should discuss on interactions and relations among library core values in the sprit of seeking common ground while reserving differences.The intellectual freedom is the citizen rights of accessing, disseminating and utilizing information with any vector forms and expressing thoughts through various forms without restrictions under the equality, democracy and open social environment. Sense from the philosophy, the intellectual freedom is based on the thought freedom, and is an inevitable choice for the democratic society; sense from the legal science, the intellectual freedom is based on the human rights theory, and has both rationality and legitimacy. The intellectual freedom has synthesis and exercise control in the concept expression of the library core value, and develops the significance of other core values. Therefore, the intellectual freedom is the universal library core value, and plays the basic role in the library core value system. The library is the institution provided by the democratic society for protecting the citizen's intellectual rights. So protecting the intellectual freedom is not only the obligations of libraries, but also the responsibilities of the government.
