The news is the information that comes into being, or has just or already occurred and can arouse the interest of the public. There are two types of news discourses from the narrow and wide perspectives: in a wide sense, it includes both the news discourses and the social and communicative environments in which the language is being used; in a narrow sense, it mainly refers to the written discourse applied in the mass media. With the starting point of Relevance Theory and the cognitive context, combined with the cognitive model in the cognitive linguistics—cognitive world = ICM + background knowledge, the thesis has made attempts on analyzing the contextual features of the news discourse, discovering the relevance of the news discourse in the dynamic context. As far as relevance is concerned, there are not only macro and micro relevance, but also dynamic and static relevance in the news discourses.Through the analysis of the practical news discourse examples (English news and Chinese news), the thesis concludes that the news discourse, whether in terms of Chinese or English, is mostly relevant in a wider or dynamic context. The scientific analysis of the news discourse can not be separated from the cognitive, cultural environments and the background knowledge of the human being. It is significant and constructive to grasp the major information immediately and conveniently, to fulfill the reading task and news writing, within the macro and micro framework of relevance and the mutual understanding. All in all, the relevant analysis of the news discourse is of great theoretical and realistic significance.
