Satellite navigation technology is the most valuable new-tech of electronic information, and it shows the most-effective performance and broad application perspective not only in military field, but in the field of earth measure, weather reports, earthquake monitoring, traffic management, public security, search & rescue, precision agriculture, precision synchronizing clock.The article describes the method to design and build IISPR, an integrated information service platform based on satellite positioning technology and terrestrial communication. To meet the requirement of short-term and long-term business for various scales, fields and operation modes of customers, IISPR provides unified service for business currently and supports the new in future, and it can help the companies to build and improve their structure and business management modes. Also, IISPR has properties as supporting multiple communication modes and most of mainstream terminals and access to third-party platforms.In the first part of the article, the functionality requirement and system framework of IISPR are analyzed briefly. According to the requirement analysis, IISPR is composed of four subsystems, BZ subsystem, BSS subsystem, SC subsystem and SUC subsystem (3rd party components are not counted in). The interfaces between subsystems and techniques in interaction are explained in these sections. In the major part, the article emphasizes a design of BZ subsystem, the core component of IISPR, which shall act as a protocol adapter, route messages and provide interfaces for the other subsystems as well as interfaces of value-added service. Those functions are defined in the article firstly. Then the article narrates a design which implements the functions in several components. The design determines the boundary of each component and techniques applied in each component, and also it analyzes the relationship of BZ subsystem with external subsystems and calling relationships between components of BZ subsystem. Following the BZ subsystem design, a quick introduction of BSS subsystem and SUC subsystem completes the general view of IISPR in a clear and integrate way. The article ends with the summary and proposal. Performance and issues of the IISPR in a period near one year are discussed in the summary. Accordingly, several methods are proposed to improve the performance and eliminate the issues.
