Since the 20th century,90 years, global satellite navigation system with its high speed, high efficiency, high positioning accuracy measurement of a series of features, popular in all sectors of all ages. At present, represented by GPS satellite navigation application industry has become the internationally recognized one of the eight wireless industry. As technology advances, applications increased demand, satellite navigation and positioning to all-weather, high precision, automation, high efficiency, a significant feature of its unique positioning of the navigation, timing and frequency calibration, precision measurement, and many other powerful features, has been involved in a number of application areas, becoming the cellular mobile communications and the Internet after the world's third largest IT and economic growth.In the navigation and positioning system has been widely used at the same time, its market is also somewhat one-sided nature, standardization, and scale issues such as long-term can not solve. Large number of manufacturers interested in the terminal equipment, monitoring the development and production of navigation systems, but service providers are few. The same time, vehicle equipment installation, maintenance, a lack of supporting industries, the user can not be a complete service. Resulting in market demand, not a size, terminal prices remain high. Therefore, all parties benefit from a navigation and positioning industry chain is not formed.IISP for the use of GPS positioning system, combined with GSM wireless networks to build a comprehensive GIS system, monitoring systems, billing systems, operations center, a new generation of high-capacity, real-time, stable, and can be centrally managed, for the national public users of satellite navigation and positioning an integrated information service platform.IISP for the building of sub-centers to be business system, support system and standard user center of three parts. Through business support system to achieve the business carried out in the inventory, sales, billing, accounting, billing, systems administration, statistical queries, network management and network security functions. Business system is mainly for protocol adaptation, and message forwarding, to provide support system interface with the standard user interface, and provides the core business system, GPRS front-end, front-end applications such as messaging programs running situation monitoring, providing GPRS connection status of front-end terminal, GPRS to provide front-end message log monitoring interface. In addition to the completion of standard user center basic business data storage, management functions, the monitoring station to the user terminal by receiving the location and communications packet of information, combined with GIS geographic information system, providing intuitive, interactive user terminal surveillance, scheduling, management, control and respond to user terminals and alarms, rescue and other special service request.This article describes following parts:1. Pairs of satellite navigation and positioning industry, the operation of the current situation and problems are analyzed.2. satellite navigation and positioning of integration information service public platform, the structure and function of the various component systems are described as well as platform involved in network communication, terminal and other techniques are also introduced.3. Business system of the platform is designed.4. Standard user center of the platform is designed.5. The GPRS front-end machine in business system for program implementation is completed.6. The communication server in standard user center for program implementation is completed.At present, the platform has started commissioning in Beijing operation center, with the continued expansion of operation regional, as well as user needs continued follow-up, the platform's functionality, performance, ease of use and other aspects will continue to be refined.
