With the rapid development of computer software technology and internet, more and more universities and colleges are on the list of digital campuses, and personnel resource administration have entered information epoch. Therefore, the collection and application of human resource administration information in universities and colleges are becoming more and more important with the schooling variety and enlargement. Thus, a set of proper personnel administration system for universities and colleges is required. The personnel administration is an important part of the universities and colleges administration work. The purpose to design and develop such a set of proper personnel administration system for universities and colleges is to integrate the personnel administration, to cooperate with other work system with the premise of the principle of communication simplicity and visibility of the operation system, to offer specific and overall data for the personnel administration, to analyze promptly, to improve the efficiency, quality and administrative level of the personnel administration, to enhance the efficiency, liability, prompt ion and share of the universities and colleges decisions, and finally to offer better service for the development of the universities and colleges.The paper analyzes and studies the technical possibility to set up such an administration information system, and has made research and analysis on personnel organization, administrative process and users'requirement with the analytic method of organization, then put forward with the logical model for this new system. The physical model design is also made through systematic analysis, combining the data theory and the design of concept structure and logical structure.In the process of the system execution, multi-systematic structure and B/S structure model are applied with the aid of J2EE to develop the main frame, including JSP,Servlet,JavaBean,JDBC(Java Data Base Connectivity), etc. The whole system is analyzed with UML(Unified Modeling Language). The basic experiment device is RBAC(Role Based Access Control), Apache Tomcat 5,SQL Server 2003. Complete JAVA technology makes the system a good platform. The paper illustrates the programming process for the personnel administration system from three points: system-requiring analysis, data base design and the design and fulfillment of each level of the three-level systematic structure, mainly showing some key programming processes, including the design of the main page, access model, key-in model, correction and deletion model, connection of the data base, the data base connecting pool, and the method to withdraw data from the data base with XML(eXtensible Markup Language), to fulfill the functions of the key-in, correction, inquiry and deletion of the basic personnel information.
