The disstation made a scientific thinking to the overall evaluation on professional quality of students of Vocational College , and the developmental viewpoint with six principles of "unification" which should be obeyed were brought forward.By referring the related data, sampling investigation, statistical analysis, and combining with characteristic of vocational education, personal advantages, overall quality, etc, a set of standard, reasonable, two-class appraisable index system has been established, and the index which are easy to quantify and not easy to quantify were selected out. The weight coefficient of the index was given out with the stratified cluster sampling and stratified analysis.A quantitative, appraisal method was put forward through the study. At first, using the fuzzy synthetic appraisal method to evaluate the indexes which are not easy to quantify; then, combining the result with quantitative indexes by using the weighted synthetic method, and obtaining a synthetic, quantitative index which could be used to measure professional quality of students reasonably. So, it solves the problem of the combination of quantitative analysis with qualitative analysis in assessing professional quality.Based on developmental appraisal viewpoint, a scientific, highly effective model was established which was used to evaluate medical professional quality. It emphasizes to obey the principle of evaluation-feedback-reevaluation in the assessing process. So, it can achieve the effect of promoting studying, teaching by evaluation with it.Using JSP+JAVA+TOMCAT+MYSQL, a campus network software system based on Web was cultivated out which are multi-functional, easily-operating, highly-safe. It has the function to assessing the synthetic, professional quality in many facets. The results include quantitative, synthetic index on the one hand; on the other hand, it also include qualitative index on many facets, which can be used for longitudinal comparison. The students can improve the whole self-quality by finding the advantages and disadvantages with it.
