In the mobile communications market highly competitive situation, requested the telecommunications service providers to establishment a new online charging system, which support flexible charging demands. The system may provide customs with a rich and flexible business service pricing strategies, and effective control of prepaid users non-payment risk.Online charging systems architecture design consists of the system architecture and software architecture. In the system architecture shows the overall framework and all network elements in the system of distribution and function. In the software architecture shows how to achieve the system by using three-tier distributed architecture.The overall design of the system in principle contains to support real-time functional charging, unlimited number of packages, preferential schemes and flexible multi-rate, the system can be expanded, open, high reliability and large capacity is also to consider.The analysis and design of the online charging system consist of four part: basic accounting functions, senior accounting functions, charging management functions and improve system performance.In part of basic accounting functions through the detailed analysis of the characteristics and applications scenes examples such as time discount,amount discount,callee discount,credit discount and business groups discount, bring forward the core module design ways to achieve the above functions. At the same time, by analyzing the general process of prepaid calling and using non-linear two-recursive algorithm to calculate the maximum pre-paid calling long time, to avoid overdraft accounts, control the risk of arrearage.In part of senior accounting functions discusses the two most important function with the charging cycle-related business: peak using in a month and usage cumulation with a detailed analysis of business features and examples of scenes.In part of charging management functions discusses the management of two important feature on on the prepaid users: automatic prepaid suspend or resume and balance notify function. The automatic prepaid suspend or resume function is to avoid the overdraft, in the case of delinquent customer's telephone will automatically suspend , in the case of recharge it will automatically resume. The balance notify function is automatic notification when the user's balance is less than a certain amount, a text message or telephone voice prompts to remind the user to recharge. In the business needs of a detailed analysis and function design is also discussed.In part of improve system performance discuss how to achieve high reliability and large capacity . Put in soft exchange server clustering design and process development of the IT industry with a mature server clustering, load balancing, database-connected, multi-threaded pool dynamic scheduling, real-time cache database technology to achieve this goal.Based on the above analysis and design, the major charging software developers can develop such a powerful, large capacity and high reliability of the online charging system. Telecommunications service providers through the deployment of the system, can provide users with extensive business and flexible service pricing packages, support a wide variety of charging needs while effectively control the user's prepaid delinquent risk.
