The development of Digital Broadcast Video has been energetically impulse by the NBTA (National Broadcast Television Association) recently. At the same time, the whole conversion of DTV (Digital TV) in broadcast region has also been improved. The VOD (Video-On-Demand) is one of the most important accessorial operations in DTV. The spreads of Digital TV well up successively around all of country for past years, such as "QingDao Mode", "FuoShan Experience", "Hangzhou Method", and so on. It is vigorous that employ and practice in VOD filed. The input of set top box (STB) is highest to the whole conversion of DTV, so the low-configure one-way STB is provided by operator to consumers. It is very imminently to research interactive digital television system with one-way STB.Firstly, the development status of DTV in the world is analyzed. It is emphatically discussed on the research of interactive digital television system with one-way STB, and their advantages and disadvantages are discussed. Secondly, the demand analysis of interactive digital television system is done. The overall scheme is brought out which is included system constitution, and video server system, and management system, and interactive information return system, and so on. Thirdly, the VOD system with one-way STB is designed based on interactive signal conversion module (IPR). The data processing technology and interface technology are researched between IPR and STB. The IPR product is also developed. Lastly, the whole interactive digital television system is integrated. The test results show that the system performance is perfect and the stability and reliability are good.
