More Police Information Monitoring And Management Platform Design

This paper is describing and analyzing the application of Cross-functional Police based Information Processing Platform in the Urban Intelligent Traffic System(ITS). The paper give a stable system with high recognition-ratio which is independent of any tough environment. Also system solution based on abundant data processing capability of large-scale sample size is offered. The information monitor system install some monitor within a certain range. Using license plate identify technology, the monitor can monitoring vehicles passing road and intersection. Then the monitor submit the captured information, such as the picture of the license plate, to the center application system through real-time communication network. The center system analyze these information, compare them with the information of robbed vehicles, the vehicles in a hit- and- run accident, the blacklist of breaking traffic regulations, etc, and get the useful information which can strongly support police to cracking down on various crimes and illegal acts relate to motor vehicles. At the same time, the system can provide detailed, credible basic data of transportation and effective data service for Transportation Plan Department, Buildings Department and Territorial Planning Department. Eventually some real examples based on the above system solution are given to show the performance. The research result of this paper offers solid support for the real-time property of related software and also the highly robust security of the software and system. Hence our system may act as a sub-system in the ITS design for urban area in a wide range.
