Urban Traffic Control Based On License Plate Recognition Technology Integrated Application System

With the rapid development of computer technology, the transportation information management is being benefit from the digital information technology. One of ITS(Intelligent Transportation System) is present in this thesis, aimed to handle the urban transportation information by adopting computer vision and intelligent information analysis.The Urban Transportation Management System employs photoelectric technology, industrial computer, vehicle detection technology and image processing technique to take all-weather panoramic picture and close-up license plate picture of all the vehicles passing through the checkpoint as real-time record. It automatically recognizes,stores and processes the plate number(including Chinese character) and vehicle color, and compares these information with the blacklist,so as to provide information and evidence for speeding,hit-and-run and burglary enforcement. The system can also calculate the carspeed and give warning to the speeding car. It is an efective tool to maintain transportation security and public security.The aim of this system is that,on the basis of ensuring actual calculating results,try the best to reduce the complexity and counting of program,enhance the processing speed and multi-case handling ability. It consists of three subsystems,Vehicle License Plate Recognition System fulfills vehicle monitoring and data gathering,Communication System sends the data efficiently and safely to Central System in which the data is received,stored and real-time computed.The second chapter of this thesis introduces related basic technologies including the working principle and key technologies of Vehicle License Plate Recognition System and so on.The third chapter gives a whole idea of the design and implementation of The Urban Transportation Management System.In chapter four, the design and implementation of Central System is discussed.An instrance of the system is displayed in chapter five.Finally, a review is given in chaptersix.
