What this thesis discussed is one of the projects that our country has emhasised all these years. With the strong points of portable, cheap, reliable and easily to use, this system owns a huge market.Two types of MSP430 Microchips have been selected as the processor of this system. The RFID works at 2.4-2.5G ISM band and the design of RFID system which nRF2401A has already completed. In the design of head-held reader, the GPRS model is introduced. With the background of prisoner supervision, this reader is mainly used in monitoring prisoners' outdoor work. When a prisoner leaves work area, the reader will record it and send the message to a remote position computer automatically.There are seven chapters in this paper. In the first and second chapter, the relevant background and the general design are introduced. Chapter 3 discusses the realization of the function of radio frequency module, including the introduction of controller and the radio frequency chip. Chapter 4 mainly focuses on the hardware design of RFID readers and tags. The design of power supply of this system is also introduced in this chapter. In chapter 5, a kind of hand-held reader and its communication with GPRS module has been introduced. Chapter 6 discusses the design of the software to this system and Chapter 7 makes a summarization of the whole paper.
