Telecom industry keeps high speed in developing recently due to the emergency of a large number of new technologies and new applications. In our country, telecom industry is increasing competitive which gives high demands for the abilities in operation and services in telecom network. Through many years of constructing, the network structures of the telecom operators are nearly maturity, but how to manage the network is still a problem. Therefore, the ability to keep the system safety and stable is the focus of nowadays operators.IP network and its applications act as an important role in the developing of the cities. As a large-scaled IP network, IP metropolitan area network is the backbone for interchange. Network management becomes more difficult as the increasing of network size, number of equipments and category of applications. In this case, how to monitoring the equipments, 1 inks and applications, taking quick actions on abnormalities are the challenges of today's telecom operators.The tasks of monitoring IP network include selecting the parameters of network equipments, determining the guidelines and methods, choosing the testing nodes, evaluating the network qualities and making the strategies for controlling the network status. The problems that are not well solved until now are: firstly, designing extensible, stable and efficient system architecture. Secondly, realizing high-speed and multi-ability data collection and processing. The last one, how to make best use of the above basic information for monitoring data, demonstrating meaningful results according to the demands of telecom industry, fixing the problems and further finding out interesting results through data mining which can make predictions for network programming and future constructions.The focus of this paper is how to monitoring the IP metropolitan area network based on network element capability, network end-to-end quality and flow structure. The main contributions of this paper are, firstly, propose a multi-level monitoring architecture which can further improve the system's monitoring and extensible abilities. Then, streaming algorithms are imported to improve the efficiency of network traffic analysis. At last, through the research of the framework of AgentX, RFC2925 protocol is used to enrich the methods for network monitoring.
