Chinese communication market has both opportunities and challenges at present。The recombination and reform of information industry will increase the competition among all new or old operators. Transmission network as one of the most important part of communication network embodies the core competition of operators. The use of transmission network planning and optimizing software can greatly help operators increase the efficiency of network planning and optimizing, decrease the cost of network operating. For the moment, a few of planning and optimizing software are designed for transmission network. In order to satisfy rapid growing network bandwidth and fast developing communication technologies, operators expect good software for transmission network planning and optimization urgently.A project-oriented transmission network planning and optimization software (NetNumen-TOP) is designed and implemented based on the research of related technologies of network planning and optimization.First, the paper introduces some related technologies of network planning and optimization. Then, describes the general architecture of NetNumen-TOP software system. Include the relationship of system modules, flow of system and plug-in mechanism. And detailed describes the design of database in data persistent layer which is the foundation of the whole software system.Later, the paper explains the design and implementation of each module in detail. In Traffic Creation module, the problem of traffic forecast is studied. Using Ireland formula and gravity method, the software carry out capability planning function. In Topology Planning and Optimization module, we mainly research mesh, ring, chain as well as double-returning network topology. Considering the difficulty of optimizing network with huge size, the region partition strategy is studied. The paper proposes three methods and applies general region division algorithm in the software system. Region partition efficiently reduces the complexity of planning and optimization of big network, which is suitable for actual project construction. Aiming at planning and optimization of mesh network, proposing a branch elimination algorithm based on stable route--SR_BE, which improved the performance of traditional pruning algorithm.Finally, the paper provides verification of the validity and practicality of each module as well as the availability of the whole system through the emulation test of function and system.
