Access network is one of the key component of the telecom network. People often refer to the current access network as the narrow-band access network. With the development of IP, it will be a hot application research field to push the wise multi-business access system smoothly to next generation network (NGN) access gateway, to perfectly provides multi-businesses, especially VoIP, and to explore other new access ways like xPON.This thesis fully considered the current situation of then access network, and then analyzed the demands of the next generation network, the multi access technique, including the building mode and the interfaces of the typically integrating access network, and its future development and applications. We designed one of the next generation network in this thesis, the Line Gateway (LGW), which can fully use the current technique and equipments and hence convenient its applications.The hardware constructions in LGW emphasize the philosophy of smoothly transition between two generations of the access network and hence economically reuse current equipments. The designs include the mother board plus the child board. The child board integrates public processing part (H.248 instruction processing and DSP VoIP packing) while the mother board which can process the S12 intern 4M TDM code, is designed according to different users need on back boards. The child board and the mother board are connected by PCI bus interface. The technique of using LGW-controlled board to replace user mode-controlled board can be applied in all current S12 voice access equipments, including the home user module, the simulation users, the ISDN users, RSU, RASM, RTSU and GA. One do not need to change user cable, user board and user rack and hence can effectively protect present investment in the equipments.With the parallel development of NGN on current PSTN network, LGW integrating access gateway system can heritage old business and economically use current equipment and technique. We believe the LGW system can be applied and will play a key role in next generation access network evolution (facing NGN) in Chinese access network construction. The smooth transition scheme and the protection on the users current investment will greatly facilitate its application and will become the most popular mode of the access network.
