In the new Era, the environment of Chinese press policy has undergone tremendous and profound changes, and the news media itself has evolved. Some press policies handed down from the planned economic system, do not conform to the current social development needs and the socialist market economic system, and make a certain extent of shackles to the development process of the news media industry. The transition between systems, which is the fundamental aspect of the news media development in current China, focuses on performance characteristics in the transition of the press policy. As an integral part of the news media monitoring system, the press policy, the functions changes of which, is one aspect of reflection of the transition process of Chinese news media system. This paper focuses on the press policies, which have a primary impact on the development of Chinese media, and focuses on the period of 30 years during which the Chinese press has undertaken the most in-depth reform and the most rapid changes. It tries to analyse the reform in the functions of the change in the press policy due to local adjustment and marginal changes in the press policy system of China in the new era, and to study the development experience and direction of the Chinese press policy for the entry point to the changes in the functions of press policy in the other hand. From an overall perspective, looking at the direction of changes in Chinese press policy in the new era ,we can see that the functions of the China press policy emerged from a period of strict controls, in which the main functions of press policy is a single political functions, to cooperation of a variety of functions, and shift from " One strong -Two weak "pattern of the functions to various diverse functions. The Press policy of China found itself in a new situation that a shift from strict control to gradual relaxation and from reactive to proactive responses. From a needs assessment and evaluation point of view, it is the result of an objective need and an irresistible historical inevitability in the new era that the development and changes of press policy functions of China.
