With the development of Physical Education, sports knowledge is also increasing. The management and application of knowledge has become an important mean of improving the competitiveness of sports. The knowledge presentation based on Ontology is one of hot topics in knowledge presentation, which is structural and sharable. Ontology mainly describes conceptions and the relationship of them, according to the relationship, the semantic of conceptions can be presented successfully. Research the characteristics of the technical and tactical of Olympic sports projects, describe knowledge which is complex and Scattered based on ontology, build a new sports index Knowledge Base and a decision system.After researching the characteristics of ontology and the method of ontology representation based on the characteristics of technical and tactical analysis of sports, Learning from competition sports experts' technical and tactical analysis of the results, construct domain ontology by means of packaging concept, abstracting classes, analysing domain knowledge as the follow-up work to construct domain knowledge base.Next research the methods of knowledge presentation and the framework of knowledge base. To use the existing resources database, we propose ontology mapping method between ontology and database, put forward a series of mapping rules, and apply these rules in ping-pong technical and tactical analysis database conversion effectively.Research the knowledge retrieval methods based on ontology knowledge management platform, focuse on the Lucene search engine technology and full-text search methods, and realize a table tennis technical and tactical targets retrieval platform for unstructured knowledge providing a reliable source of knowledge, Enriched our index system.Finally research the decision support technology based on structural and unstructural knowledge, put forword a new intelligent decision-making and forecasting method: the combination of decision tree algorithm and time-series algorithm. By the decision tree pruning algorithm technology improvements, establish a target Weight decision tree. Apply the result of the decision-making from weight of decision tree to time-series algorithm, achieve an original decision and prediction system for a ping-pong technical and tactical analysis, which can effectively evaluate the technical level of athletes and the trends.
