Teachers with proper qualifications still have to receive further education while working so that they can get themselves improved in professional qualities. According to the proper laws and requirements, teachers have to receive at least 48 hours of further education in a year, at least 240 hours in five years, and every five years as a cycle.However, teachers are often confronted with problems in the process of further education, which makes it urgent for the teacher training institutions to improve the their training programs and training methods. Therefore, the writer of this paper proposes some solutions to the problems by making full use of information technology, providing training courses in a menu style, the managing all the training programs with the help of internet.The main idea of this paper can be divided into three parts. The first part intends to introduce the background of applying information technology in further education, making an analysis of teachers' further education in its development from at home and abroad, exploring a new trend of teacher training method. In the second part of the paper, the writer takes the practical deeds or demands of teachers in Zhongshan into consideration, and explains his ideas of designing a management system based on the system of J2EE. In the third part the writer accesses the results of teacher training after applying management system in terms of economy benefit and social influence. In the view point of the writer, the new management system will promise a bright future, at least it can be an insight for other training institutions from at home and abroad.
